In spite of his authoritarian regime, Josip Broz Tito, as former guerilla leader, liberator from fascism and national socialism, prime minister, state president, and leader of the non-aligned states mouvement, is still celebrated in many places of the successor states of Yugoslavia. In Pula he stands in the first row of freedom fighters, whose busts stand immediately behind the memorial described here. In contrast to most of the war memorials in this world, the Pula memorial does not only celebrate fallen heroes but also those who survived the struggle for freedom. Obviously this has to be seen in connection with the personality cult built up around Tito already in Yugoslavian times.
Tito is known above all for his guerilla fight against the German army but he had to assert himself against various threats. Apart from the German and Italian occupying forces, Wikipedia mentions the fascist Croatian Ustaša and the royalist Chetniks.
When, in 1947, the city of Pula was definitely surrendered to the Yugoslavian state, the far biggest part of Pula's Italian speaking population quit the city in direction of Italy. According to some sources, this mass exodus might partly have been caused by the so-called "Vergarola massacre". In August, 1946, the explosion of a waste munitions storage near an Italian sports club festival had killed at least 65 persons and it had not been determined whether it was an accidental or an intentional explosion. Right beside the cathedral of Pula / Pola there is a small memorial for the persons killed by the event. You can find a photo of the memorial in the German Wikipedia's article on Pula.

The Roman arena is situated near the northern part of the Pula seaport and few hundred meters south of the railway station. Go south (with the seaport on your right) and you'll see the arena very soon.
